Relationship of default vendor, primary vendor, invvendor, and last cost...

If the application needs to be able to leave the vendor blank on the PR header, select item master/storeroom combinations that return a Last Cost, and when sourced to a PO, automatically assign the Primary Vendor according to the inventory record and build POs according to the respective primary vendor selections in the Inventory module, does it handle this OOB?
