Well, I'll start with the question asked, then go to the question implied.
Log out is to exit the current user from the application.
Tag out, well that's part of the "lock out, tag out" functionality.

Lock Out, Tag Out is a safety procedure that many environments use to place a physical lock and tag on a device / piece of equipment / box / etc. to assure that the unit will not be turned on. This is usually done for line equipment that could injure a worker that is repairing an item in the line, or something like an electrical panel that is turned off to keep someone from getting electrocuted while doing work. There are many other uses, but those are just examples.
The functionality in Maximo is just a software way of tracking the who/what/why/when/where of these events.

Does that help?

I understand the concept of Lock Out and Tag Out, a.k.a LOTO.  It took me a bit of experimentation in Maximo to understand how it works. I am finding there are very few out there who understand how to implement it. I have been trying for some time to find a resource to show examples of a successfully LOTO implementation in Maximo. My efforts have been unsuccessful. If anyone out there has any experience implementing LOTO in Maximo, or knows of a company or consultant who could provide such a demonstration, please post a reply. Thanks.
