I experienced this issue while doing a basic tutorial migrating a simple workflow. The version I used is 7.1.1.7.
The solution removing the Comm Template from the workflow helps to remove the error when deploying.

However, I wonder this only works in case where there only a small number of objects need to be migrated.
In case we need to migrate a huge workflow, if we need to remove ALL Comm templates to successfully migrate the workflow to production environment, then add them again once migrated, it would be tedious since we might also have to re-test the workflow again on Production.

I've taken a look and found that the Comm Template when it was on the original environment has an "Active" status, but when it was migrated to the target environment, the status changed to "Inactive", which causes BMXAA0286E. I currently don't know how to fix this.

If anyone can share the solution to fix this issue, it will be greatly appreciated.
